For this list, try to forget which villains you do or don't like and rank them based on how evil they are. The most evil villain may be you're least favourite villain, or maybe even you're favourite...who knows? Regina, Rumpelstiltskin and Zelena are easily my top 3 favourite villains but not necessarily the most evil. As the Evil Queen, Regina was merciless, but apart from that, she's been affectionate and selfless, meaning she'd be lower on this list. I love Zelena as a completely bonkers and evil villain and I hope she doesn't get turned into a hero like Regina. I love Hook as a character, but he's just not a villain anymore, so as far as evil goes, he's probably the least evil villain so will be very low on this list. Thanks and enjoy! :D

Mr. Gold/Rumpelstiltskin
In the end, he was the Dark One, he's done some unspeakably evil things, but much of it was to find his son. A very complex character.
Maleficent
Chernabog decided she had the darkest heart of the Queens of Darkness. Hope to see more of her 'evilness' in Season 5.
Zelena, the Wicked Witch of the West
Completely bonkers, truly evil and manipulative. Zelena's certainly a survivour.
Cruella Devil
A pure psychopath, who's true love was killing.
Peter Pan
To Pan, everything was a game, a sick, twisted game. He traded his own son for youth and immortality and was willing to kill a child to keep this. Unlike Cora, he did all of this whilst he still had a heart, showing how evil he really was.
Jafar
The tragic backstory does NOT excuse the monster this man became.
Cora, Queen of Hearts
'Love is Weakness'. After giving up her heart, she did ANYTHING to gain power.
The Jabberwocky
Ok, she was the manifestation of FEAR, but that wasn't her choice. She just wanted to be free.
King George/Albert Spencer
Many people's least favourite villain, he had no redeeming qualities, What he did to Billy/Gus was horrendous and he was impossible to sympathise with.
Ingrid, the Snow Queen
She did do some bad things, but she just wanted a family. Completely unhinged though...
